As global brands face mounting pressure to demonstrate verified plastic footprint reduction, Plastic Credits have emerged as a credible financing mechanism connecting corporate sustainability budgets with on-the-ground collection and recycling projects. Among the plastic credit frameworks available today, the Verra Plastic Waste Reduction Standard (PWRS) stands out as one of the most internationally recognized programs, built on the same transparent, independently-verified registry model that has made Verra’s carbon program (VCS) the world’s largest voluntary carbon standard.

Vietnam — alongside Indonesia, the Philippines, and India — sits at the center of the Asia-Pacific region, which currently accounts for the largest share of global plastic credit market revenue, driven by high volumes of plastic waste generation and a growing base of collection and recycling operators. This positions Vietnamese manufacturers, recyclers, and waste processors as natural candidates for Plastic Credit project development — provided their operations meet Verra’s specific eligibility criteria.

ISC Global, an international standards, certification, and ESG consulting firm operating in Vietnam, provides end-to-end advisory services to help local enterprises and their international partners navigate the Verra PWRS process — from initial feasibility assessment through Validation/Verification support and registration on the Verra Registry.

What Is a Plastic Credit?

A Plastic Credit is a tradable unit representing one tonne of plastic waste collected or recycled, above and beyond what a project would have achieved under existing regulatory requirements (the “additionality” principle). Credits are only issued after an independent Validation and Verification Body (VVB) has confirmed the reported collection or recycling activity, and Verra has recorded the credit on its public registry with a unique serial number.

Corporate buyers — typically multinational FMCG companies, fashion retailers, and e-commerce platforms — purchase Plastic Credits to offset the plastic packaging they place on the market and to support “plastic neutral” or “net plastic recycled” claims in their sustainability disclosures. Because these claims are increasingly subject to scrutiny, buyers strongly prefer credits issued under rigorous, independently verified programs such as Verra PWRS over informal or unverified offsetting schemes.

Verra PWRS: Two Methodologies, Two Different Credit Types

Verra’s PWRS program currently operates under two active methodologies:

PWRM0001 – Plastic Waste Collection Methodology: covers projects that collect plastic waste from the environment without necessarily converting it into new material. Credits issued are called Waste Collection Credits (WCC).

PWRM0002 – Plastic Waste Recycling Methodology (v1.1): covers projects that recycle plastic waste into new, reusable material. Credits issued are called Waste Recycling Credits (WRC).

Selecting the correct methodology at the outset shapes the entire project design, monitoring system, and — critically — whether the project will ultimately be eligible for credit issuance. This determination should never be assumed; it requires a structured technical assessment against Verra’s current published guidance.

A Critical Eligibility Point: Not All Plastic Processing Qualifies

This is the single most important technical point that manufacturers operating advanced plastic processing technologies — particularly pyrolysis, gasification, and other forms of chemical recycling — need to understand before committing resources to a Plastic Credit project.

Under Verra’s current guidance for PWRM0002, project activities that convert plastic waste into an output used as fuel, for energy recovery, or as a chemical product are not eligible to issue Waste Recycling Credits. In other words, a facility converting waste tires or mixed plastic into pyrolysis oil intended for use as fuel — while a genuinely valuable waste-management solution — currently falls outside the scope of PWRM0002 credit issuance, regardless of processing efficiency or environmental benefit.

This does not necessarily disqualify the entire operation. In practice, a proper feasibility assessment examines the project at a component level rather than treating the facility as a single block:

Whether the feedstock collection stage (collecting waste tires, scrap plastic, etc. prior to processing) can be assessed independently under PWRM0001, separate from the eligibility of the final processed output.

Whether co-product streams (e.g., recovered steel, recovered carbon char) have a different end-use profile that may be assessed differently from the primary fuel output.

The latest Verra guidance on chemical and advanced recycling, an area under active discussion internationally, where methodology updates may change eligibility over time.

Whether an alternative crediting or ESG framework — outside Verra PWRS — may better fit the facility’s actual output profile if PWRS eligibility cannot be established.

A responsible consulting partner will flag this eligibility question at the very first stage of engagement, rather than allowing a client to invest in full project development only to encounter it during formal Validation — at which point the cost of the finding is substantially higher than the cost of an early feasibility study.

ISC Global’s Four-Phase Advisory Process

ISC Global structures its Verra PWRS advisory engagements in four phases, allowing clients to control financial exposure by proceeding to each subsequent phase only once the prior phase confirms feasibility:

Phase 1 — Feasibility Assessment (~4 weeks). Site visit, feedstock and technology review, additionality assessment, methodology determination (PWRM0001 vs. PWRM0002), and a formal Gap Assessment against Verra’s requirements. Deliverables: Feasibility Report, Eligibility Assessment, Gap Analysis, and Development Roadmap.

Phase 2 — Project Development (~8–10 weeks). Full project design (Project Description, Project Boundary, Monitoring Plan, Baseline, Leakage assessment, Environmental and Social Safeguards), development of a management-system documentation package (typically 30–40 documents), monitoring and mass-balance tools, and two days of internal staff training.

Phase 3 — Validation Support (~6 weeks). Ongoing support throughout the independent VVB validation process: pre-assessment, evidence preparation, auditor interview support, and response to findings/corrective actions.

Phase 4 — Registration Support (~4–6 weeks). Submission to the Verra Registry, responses to any additional information requests from Verra, and tracking through to registration.

Total project duration across all four phases typically runs 22–26 months from contract signing, excluding Verra/VVB processing time — a timeline consistent with other internationally recognized crediting programs, not unique to this project type.

Who Should Consider a Plastic Credit Project?

Established plastic collection, sorting, or mechanical recycling operators seeking supplementary financing for collection activities.

Export-oriented manufacturers under growing ESG pressure from international buyers who require independently verified sustainability claims rather than self-reported figures.

Industrial waste processors — including those operating advanced processing technologies — evaluating whether environmental credit revenue can complement their core waste-processing business.

International investors and FDI enterprises evaluating plastic waste collection and recycling infrastructure opportunities in Vietnam.

Why Work with ISC Global

ISC Global operates within a coordinated advisory ecosystem alongside Duc Luong Services (Vietnam representative partner) and STC VN Co., Ltd. (Staunchly Vietnam), with core capabilities spanning ISO management system consulting, ESG and sustainable supply chain advisory (EcoVadis, SMETA/SEDEX, ISCC EU/PLUS), environmental and carbon crediting (Verra VCS), and foreign investment / trade compliance advisory. The team has direct experience advising on Verra PWRS projects, including internal training on the PWRM0001/PWRM0002 methodologies and building monitoring and mass-balance systems for ESG and recycling projects. Where independent Validation/Verification is required, ISC Global can connect clients with international technical partners in its network.

Most importantly, ISC Global commits to transparency about feasibility from day one. Credit issuance ultimately depends on independent VVB validation/verification and Verra’s final determination — no advisory firm can guarantee it. ISC Global’s approach is to assess rigorously first and advise second, so that clients invest resources in the right direction from Phase 1 onward.

Frequently Asked Questions

How is a Plastic Credit different from a carbon credit? A Plastic Credit measures tonnes of plastic waste collected or recycled, while a carbon credit measures tonnes of CO2-equivalent emissions avoided or removed. Both operate under Verra’s independent validation/verification and public registry model, but under separate programs and methodologies.

Can a pyrolysis facility qualify for Verra Plastic Credits? Potentially, but this requires careful assessment. If the primary output is used as fuel or for energy recovery, the project will not qualify for Waste Recycling Credits under PWRM0002. However, specific components of the operation — such as the feedstock collection stage — may be assessable under a different methodology. This determination should always be made through a structured feasibility assessment rather than assumed.

How much does Verra PWRS project development cost? Costs vary by project scope and the number of phases pursued. Beyond advisory fees, projects should budget for third-party VVB validation and verification costs, plus Verra’s registration and issuance fees per its current fee schedule. ISC Global typically recommends starting with a standalone Feasibility Assessment to limit upfront financial exposure before committing to full project development.

How long does it take to receive the first Plastic Credits? From contract signing to Verra Registry registration, the full four-phase process typically takes 22–26 months, excluding Verra/VVB processing time — consistent with the typical timeline for other internationally recognized environmental crediting programs.
