RLWS Certification: A Complete Guide to the Responsible Living Wage Standard

As the cost of living climbs and global supply chains face unprecedented scrutiny over human rights, a living wage has shifted from a voluntary commitment to a market expectation. The Responsible Living Wage Standard (RLWS) answers that shift directly: it is the first full living wage standard backed by independent, third-party certification — giving organisations a credible way to turn fair-pay commitments into measurable progress.

This guide from ISC Global walks you through what the RLWS is, the frameworks it is built on, its three compliance levels, the audit process, and how our end-to-end consulting and training services help your organisation get certified.

What is the RLWS?

The Responsible Living Wage Standard (RLWS) is a practical, inclusive and credible certification framework designed to support real progress toward living-wage pay across all sectors.

What sets the RLWS apart is exactly that independence. Certification is carried out by an impartial body and demonstrates full compliance with international auditing standards. The framework is built on established ISO auditing principles and best practices drawn from recognised social compliance schemes.

“A living wage is not charity — it is a human right. It ensures that the benefits of growth and productivity are shared fairly with those who create them.” — International Labour Organization (ILO) Declaration

The global frameworks behind the standard

The RLWS is grounded in globally recognised guidance, which is what makes it credible to international buyers and stakeholders:

  • The ILO Conventions and reports, including principles for estimating living wages.
  • The UN Guiding Principles on Business and Human Rights.
  • The OECD Handbook on Living Wages.
  • IDH-recognised benchmarking methodologies for living wages.
  • ISO auditing principles and best practices from existing social compliance schemes.

The standard is currently managed by Peterson Solutions and is scheduled to be transferred to an independent scheme owner to further strengthen impartiality and transparency.

Who is the RLWS for?

The RLWS is designed for organisations of all sizes, anywhere in the world, that want to take meaningful steps toward ensuring all their workers — across both their own operations and their supply chains — earn a living wage.

For Vietnamese exporters and manufacturers, it is especially relevant given the EU Corporate Sustainability Due Diligence Directive (CSDDD) — the first legislation to recognise the right to a living wage and living income as binding human rights within its Annex. Suppliers in textiles, footwear, agriculture, seafood and other export sectors increasingly need credible, independent evidence of fair pay to retain EU buyers and win new orders.

The three RLWS compliance levels

Based on the outcome of the audit, your organisation is awarded one of three levels. Only the first includes a certificate, but the other two still credibly demonstrate that you are on track toward implementing living wages across your workforce:

  1. Living Wage Provider – Certified. The only level that includes a certificate of compliance. All workers earn a verified living wage and all core criteria are met. Valid for 36 months, provided surveillance and follow-up audits are passed.
  2. Living Wage Provider – On Track. No certificate. A credible roadmap is in place with partial compliance. Valid for 12 months.
  3. Responsible Living Wage – In Progress. No certificate. The facility shows commitment and progress; a follow-up audit is required. Valid for 12 months.

This tiered structure lets organisations start their living-wage journey at any point and demonstrate transparent progress over time.

The RLWS checklist: ten core topics

The RLWS checklist sets out practical, facility-level requirements that show exactly what compliance looks like, helping auditors highlight strengths and pinpoint where improvement is needed. It covers ten core topics to ensure companies create meaningful, lasting change rather than paper commitments:

  1. Living Wage Commitment and Governance
  2. Training and Stakeholder Communication
  3. Legal Compliance and Awareness
  4. Living Wage Benchmarking Methodology
  5. Working Hours and Timekeeping Compliance
  6. Payment Cycle Requirements
  7. Verification Procedures
  8. Corrective and Preventive Action Planning (CAPA)
  9. Grievance Mechanisms
  10. Transparent wage systems and worker dialogue

How the RLWS audit process works

The process follows a transparent, risk-based approach:

  • Apply through the official RLWS website (or via a consulting partner such as ISC Global).
  • Complete the applicant profile so the risk assessment can be finalised.
  • Attend the opening meeting .
  • Audit of your central management system.
  • Worker interviews and on-site visits carried out by local auditors, depending on your risk profile (sampling applies for multi-site organisations).
  • Attend the closing meeting .
  • Receive the audit report and rating based on the results.
  • Plan the follow-up or surveillance audit per the scheme rules.

Four types of audit

  • Initial Audit — establishes a baseline of compliance; required for all new applicants.
  • Surveillance Audit — annual; confirms continued compliance and tracks improvement (on-site, remote or hybrid).
  • Follow-up Audit — verifies that non-compliances have been corrected.
  • Recertification Audit — every three years; re-establishes compliance and renews certification.

Key benefits of RLWS certification

The RLWS goes beyond numbers, because wages don’t exist in isolation. It also addresses the wider conditions that determine whether a wage is truly fair and sustainable:

  • Adequate working hours and protection from extreme overtime.
  • Transparent wage systems workers can understand and trust.
  • Respect for worker rights, including legal compliance and protections.
  • Open dialogue with workers and their representatives.
  • A realistic, sustainable system built to last over time.

Commercially, certification strengthens credibility with international buyers, helps meet rising due-diligence expectations, and supports the UN Sustainable Development Goals — directly advancing SDG 1 (No Poverty), SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth) and SDG 10 (Reduced Inequalities).

Frequently Asked Questions (FAQ)

Is RLWS the same as Fairtrade, SMETA or amfori BSCI? No. The RLWS focuses specifically on living wages with independent third-party certification, while schemes like Fairtrade and SMETA cover broader social-compliance scope. RLWS complements and strengthens existing programmes.

Can small businesses achieve RLWS? Yes. The standard is designed for organisations of all sizes, and the three-level structure lets you start at “In Progress” or “On Track” and progress to “Certified.”

How long is RLWS certification valid? The “Certified” level is valid for 36 months (subject to passing surveillance and follow-up audits); the other two levels are valid for 12 months.

Does meeting the legal minimum wage satisfy RLWS? Not necessarily. A living wage is typically higher than the statutory minimum, because it reflects the real cost of a decent standard of living for workers and their families. This is why benchmarking under the RLWS methodology is essential.
